I earlier presented a site - in an other post - that can convert all kind of images to other kind of images (and not images only), but there's no option to convert it to an .ico file if you want to use it for an application. And if you want to do it quick and you have to use the Internet only - it is not hard to remember a URL like this: www.ConvertIcon.com. But you need a /png file for that.
Now - do we have advantages? Yes it is free and it do something, it is easy to find.
Do we have alternatives? A lot, but the thing I'm using is IrfanView, a tiny application tat let you save an image in any format you like (including .ico). Ant this tool is free too and do his work much better than the ConvertIcon site.
